Jefferson County Historical Commission Letter

"The District continues to have concerns regarding the impact the proposed expansion will have on traffic and congestion in the area. We have reviewed the comments submitted by Lanz and Associates, pertaining to our concerns. The District would like to expand on and provide some additional clarification about our concerns.

1. While the evacuation of Cody Park would not be a common, or even likely occurrence, we would like some additional information about how such an event would be facilitated in a safe, orderly and timely manner, given the expansion’s proximity to the Cody Park Egress routes.

2. The proposed expansion site lies directly between the Highland Rescue Team Ambulance Station and the Lookout Mountain Fire Station. We are concerned about the impact the increased traffic will have on our response times. There are two specific concerns:

a. The fire department is primarily staffed by volunteers, and as such, depends on the response of emergency personnel from their residence to the station. Emergency personnel responding to the station do so in their private vehicles, which are typically not equipped with emergency lights or siren. Jefferson County Historical Commission Letter

"We have reviewed the applicants special use written restrictions dated June 7, 2011 concerning the subject property. In general it appears that the proposed structure could have a maximum of 46,000 square feet, multiple stories with and an occupant load of 900 people.

Foothills Fire and Rescue has adopted the 2009 IFC with amendments. While in general IFC 2009 will govern this project, there are several issues of note that the
applicant will need to address which are of concern to the District.

1. In general Section 503-Fire Apparatus Access Roads will require access to the east side of the structure and the highest side of the structure. Additionally, the District will require a second means of all weather ingress/egress, suitable for apparatus.

2. In general Section 507-Fire Protection Water Supplies will require additional
hydrants beyond those that currently exist. Documentation and demonstration
will be required showing the ability of the water supply system to deliver the
minimum gallon per minute water flow for the size of the structure. The District is
concerned about the ability of the water supply system to meet calculated water
